I only find this mentioned in a single German gaming magazine, but a very quick test seems to bear it out...

As I understand it: Originally NG+ was meant for about Lvl30, which is about the final level of the main game. Now with HoS and BnW played after the main quest, players will easily be ~lvl50 and would be seriously overpowered for the "old" NG+.

It appears however that with Patch 1.21, or is it with BnW? the NG+ starting levels scale with the player starting level. I used a Lvl39 save and "Devil by the Well" had a recommended level of 40 on NG+.

This is NOT the same as enemy level upscaling. NG+ start level should affect all quest level requirements and EXP, enemy upscaling doesn't.

Can anyone confirm that or has more information on it?

I can confirm it, I have not touched NG+ yet until seeing this very topic (like many, I wanted to play all the DLCs first), and I just imported my level 52 save into NG+. The first batch of ghouls were level 53, the trio of fist-fighting peasants were level 53, and the contract for the devil by the well recommended level 54. I had "enemy upscaling" off in the options menu.

Looks like it does indeed scale to the player level.

Basically, same thing going on for them, some people think it's a bug (as level 100 players will find uncraftable diagrams, things like that), hopefully this falls under the "major issues" that CDPR has said they are looking into for the next patch.

So it appears there could be issues when you go over Lvl 50 to start a NG+ because some items will be 100+ later on and unattainable (as well as some enemies just to strong to match their level...).

But well, people can still use a late game save just below 51...

It's nice to think that we can carry over the improvements of BnW, maybe some runes from HoS, without being super overlevelled at the start of the new game.

Bugs are bound to happen with a system this huge... it must be quite a nightmare to code so that all players, regardless of expansions or without, get a proper NG+

Confirmed, I started NG+ at level 89, and enemies, equipment, and quests are scaling from 89, highest level enemy I've seen so far is level 118 (a fiend I think) (but also killed a level ?? griffin or something similar). Highest level armour diagram I've gotten so far is level 126 (though the diagram's icon still shows its original level requirement.

I don't think quest experience scales the same way though.

I'm using a level cap remover mod, though (and a bunch of others, but I don't think any that would affect this).
