...I looked it up and apparently you can mod the Witcher 3 and you only have to create a file named Mods? Is this true? On another note I saw something about a modkit but idk where to download that or what that does although it that page linked me to nexusmods...does anyone know what to do about that?
If you call a folder a 'file', and don't know where or how to download the modkit, then modding is not for you, I'm afraid.
Usually there is an instructional text on the site you get the mod from how to install mods, the modkit you only need in order to create own mods. If youre interested in using others mods the only other thing you require is the "ScriptMerger". Using mods is plain simple - keep in mind that some mods may indeed break your game experience and or lead into new (quest) bugs, mostly when you do stuff a way that isnt supposed to be.

I strongly do not recommend modifications on first playthrough, you should experience the gameplay as its intended by the devs. Further info info on modding the witcher 3 you get over at nexusmods as mods are totally offtopic here ...

Same difference for that first bit anyway I know you download the mods from nexusmods and clicking them is as simple as downloading them although I don't quite understand what a mod kit is but that doesn't mean I can't learn.

No, it isn't, not in the least. A folder is an area of your hard drive earmarked to store files. Files are those things that are stored inside the folders: files store data, folders store files.

I know that I was joking lol. Moving along now...do you actually have anything useful to say or are you just going to be condescending?

No you weren't.

Why would I bother? You obviously don't take advise well -- you think it's condescending.

Whatever gave you that idea?

As long as an estimated 50% (rough guess) of posts containing so called bugs are crowding this forum, using mods (or better not) is anything but offtopic here.
Quite the contrary: there should be a sticky containing some thoughts about how to use mods to keep the forum free from useless "found a bug" posts that could have been avoided if people used some sense.
