The latest patch just lowered my fps from a solid 60 to 40 on high settings.

which patch? 1.05 is still not released or did i miss something?

If you mean the mini-patch, that just messed up recording/third party software compatibility. Maybe it's simply showing you the wrong FPS or the software cannot work as efficiently as before and slows down the game.
Anyhow, try the workaround from the sticky thread, delete (or better .. rename) the direct x 11 file mentioned there.
