It says it cannot load game saves because they were made with a NEWER version of the game.

This didn't happen for me, although I am using 1.04 too!
Just make a copy of your savegames and then delete the original ones.
Start the game and create a new game, then copy and paste your backed up savegame to the save folder and it should run.
Worked fine for many other players, who had that problem!
If this doesn't work, you should reinstall Witcher 3.

Reinstalling would have been out of the question.lol....It was a free download and it took two days.
I'd sooner slam my weeny in a sliding glass door as go through that process again.
