This sounds like a scam.
All you need to post on GOG's forums is an account. You don't require any game to post in this or any other forum on GOG.com. You don't even need to speak the language to post in one of the language specific forums.
If you want to proof to someone on Steam you own the game here, post a screenprint from the receipt.
