So Witcher 3 has been rock solid for me up until HoS. When in the sewers I crashed 3 tims at the boss, and now I've had multiple issues where the game goes to these odd frozen screens. In the wedding I got a screen of text with what looked like a ceiling that wouldn't go away until I pressed space, and then during the introduction of the potential robbery partners I got a weird sequence of frozen faces and at one point just a night covered city that stared at me for almost a solid minute.

Is it supposed to work that way?

No, of course it isn't. Nobody can help you, or even suggest any course of action with certainty unless and until you provide much more details. What is you OS and hardware details? Do you have any mods installed? Do you use Galaxy? Have you tried a simple reboot of the computer? (Often works wonders).

I run it through Galaxy. I mostly wanted to know if it was a known issue. Since it doesn't appear to be I'll probably just live with it if it comes up again. I didn't attempt to reboot, I just reloaded the save until I got past the crashes and then the frozen scenes occured a day or two later.
The only thing I could change would be mods. I do have a mod to remove the dirty lens, I could see that causing issues, though it seems bizarre given it wasn't an issue through all of Wild Hunt. I'll take the frozen scenes over the dirty lens though, that nonsense is hideous and far more frequent.
