After finally buying a Key for PC and installing it, i had to realize that the new Quest starts with Level 62?! I've just played a couple of hours on NG+ so im only Level 40 by now. I thought it starts with 30+? Did i missread something?

Level 30 is the requirement when you haven't started NG+ yet.
If you just started NG+, you'll want to wait till you actually reach the level requirement. HoS is harder than the base game.
