Those that can be disabled are give as options in game.
Got to Options > Downloadable Content > Toggle On/Off the DLCs that you wish to disable.

O.K. after searching through this forum for several hours I have to give up and ask directly:
I am pretty sure that once as the DLCs were bundled there was a possibility to edit a config file to activate or deactivate every single DLC of the game. I was not able to find this thread and I looked at every possible config file in the game directory. Maybe somebody does remember it and can point me to that thread or the specific config entrys I am speaking of. It may also be that this possibility has completely removed after a patch. I know that you can turn certain (but not all) DLCs on or off but this is not what I am searching for. I am searching for a way to activate/deactivate every DLC through a config file.

I am not certain that you can actually do what you want with *all* DLC, but what you are looking for is here:

..\Documents\The Witcher 3\user.settings

[DLC]
DlcEnabled_XXX =1 <--- ENABLED

DlcEnabled_XXX =0 <--- DISABLED

Ah, THERE it was located. I have only searched through every config file in the game directory. Thank you very much I almost thought that I remembered it wrong. :)

So was there ever fix for this?. Im trying to ready for up for Blood and Wine, but everytime i try to update i get "install failed - Server Problem". Cant repair/verify either.

/edit nevermind, must have been an actual server problem. Appears to be working now.

Could someone provide me with New Game Plus DLC? I simply will not install 16 DLC when I only need one.
