I had a major problem with my computer and ended up having to have new hard drives installed and then I had to reinstall all my steam and GOG games. Whilst the games on steam work pretty well, I can't get The Witcher 3 to work at all. It crashes to desktop constantly and I get a window as shown in the attached picture.

Before having to reinstall the games etc, I was able to play the game with little problem even though my machine is supposedly not able to meet the game requirements. I had very little problem and virtually no stutter. I can show my save games to back this up. I have recently purchased the DLCs ie Hearts of Stone and Blood and Wine and decided to play through from Witcher 1 to see how the game would work following the saves through from each game.

I'm upset and confused as to why the game constantly CTD with no error report.

Can anyone help me please.

The Witcher 3 has high graphics requirements, and as you've recently re-installed you should make sure that you also update your graphics drivers to the latest. There's a high chance that this is driver related, coming right after a re-installation.
I've checked the drivers and they are already up to date. I've tried reinstalling GOG and TW3 but nothing seems to work. Although I only use a Nvidia 730 GTX graphics card, I have had no problems playing the game up till now. In fact I upgraded the card in order to play it and I was able to play the game on the lowest settings but had a great time.

When you get the error box, what does it say if you press the 'View problem details'?

This is not caused by the game. This is caused by something else on your system. Things to check include (but not limited to):
Antivirus interference -- add exception
Dual graphics card -- disable any onboard graphics
Galaxy client -- disable overlay; add exception in antivirus; delete or rename galaxy.dll
Install (or reinstall) DirectX 11

Those are the things that spring to mind. If none of those work, then you are going to have to do some detective work. What is different on your system now from before the reinstall? Etc.
