I'm on my second playthrough, but this is my first time doing this quest, and I can't seem to "find" Hammond in Skellige.

I fast traveled to Harviken and walked to Trottheim, but the entire area is empty. I watched a walkthrough on Youtube, and saw that a cutscene is supposed to be triggered when you approach the guards at the gates - but there are no guards and there is no cutscene.

Has anyone else had this problem and know if there's a way to fix it? After watching the walkthrough, I decided to try skipping a step to see if I can continue the quest just by going directly to Hammond at the shrine, but that won't work either.
