Hello! I found the Griffon set for armor and swords, but I really can't find anyone who can craft the Griffon swords. Where can I find a better blacksmith in Velen?

EDIT: the right blacksmith can be found in OXENFURT too, not just Novigrad!!

He's looking for a Journeyman level blacksmith; not Master.
That said, I haven't found a Journeyman swordsmith until the big city myself.

There is a journeyman in Oxenfurt, but I don't remember if he crafts weapons or armor. There is a journeyman weaponsmith in Novigrad, just south west of Hierarch Square.

There's definitely an armorer there in Oxenfurt near-ish the docks. I've also come across what's supposed to be a blacksmith's shop, but I've seen no blacksmith there (maybe if I was there during the daytime, though?)

Damn, I'll be in Novigrad definitely later in the game. Probably I'll only use the armor. Thank you people!
