This could be your anti-virus software which is blocking this game. In most cases you get an "EXCEPTION_ILLEGAL_INSTRUCTION"-error it is the anti-virus software. Try to disable it and start the game again.
Hi,

same for me! Disabling Anti-Virus does not change anything however. So I am still stuck here.

based upon the content of this error message, I would assume d3d rendering to be the issue? Are you also using an Nvidia graphics card? Mine is GTX 970.

Any other ideas?

Update:

on tomshardware (cannot post the link here) people are discussing the same error code.
apparently lack of sufficient power supply might be reason for me. I upgraded my system and it is now supposed to consume 90% of my power supply unit. Might be this is too much load or even exceeds this percentage for a game like Witcher 3.

Resolved it: While I did download the latest drivers for all hardware components, for some reason windows downloaded new ones for my display adapter upon asking to check for new drivers in the device manager.

After the new drivers were installed, it worked for me!
Even though you have resolved your issue I'd like to point out that maxing (90%) your psu is not wise to do. You should invest in a better one.
I have the same issue and I am still looking for a fix
