All that proves is the quest was on the storyboard and some work was done. It does not prove that it was finished before May 19th. Without a direct comment from some dev you could never prove that point based on file sizes.
And to refresh the argument was that since release they've been working on fixes and the DLC's. It was started that all the DLC's were completed before release. There is no proof that is the case. maybe it is true but there is no proof of it without a direct comment from the devs.
