I've downloaded the new GOTY edition using GOG Galaxy, works fine but the downloadable content toggle options seem to be missing from the menues completely.

The whole "downloadable content" section is just completely missing in the menu.

Has anyone else had this issue? I'm sure they're meant to be included with this version...

Your probably talking about the 4 dlc options. Theyve been moved under one of the main options/settings categories. I think its under gameplay

come on guy, you can't be for real.

there were only ever 4 options. the other DLCs don't have settings. the goty has all 16 DLC but the 4 configurable ones are in the settings. the other 12 exist but without their own settings, just like in the non-goty release. the 12 remaining settings never needed configuring and nothing has changed in that respect. ;-)
i found an answer for this problem i guess, in the main menu (in game) go to options - gameplay and the last options there you will find 4 or 5 option with the name of some dlcs like the alternatives customs for thriss yen and ciri, and the pack of cards of gwent, i think the rest of the content is inside of the game en you dont need to activate it, i hope i could help some with this...
