Yeah I just left it alone for now, they seem to be putting quest bugs on the backburner for now so either waiting or restart ing seem to be the only options till they get on it.

PsiEye: So if you use debug console to add that quest letter to your inventory , it won't go to quest items ?

Or does it go only to "Usable items" ??
No it stays in the inventory and the quest will not advance to direct you to the loot.
