Do enabling them disable achievements? im interested enabling fast travel from anywhere and maybe shave from spot so dont need to waste time walking to barber everytime it grows.

I have no time or use for achievements, so I can't say from experience, but it is a developer console, and it is standard industry practice that in-game consoles disable achievements. My bet is yes.
