Can i run this game and if so what settings?
My specs are
CPU: intel core i3 4160 3.6 ghz
GPU: evga GTX 750 ti 2 gb
RAM: 8 gb ddr3
1 tb 7200 rpm hdd

You can. At low settings. CPU and Memory a bit lower than needed.

Maybe play it on Medium first (tinker around with it), your CPU will probably cause most of your problems since it is only a duel core. Your RAM is the recommended amount of 8, minimum is 6. Your GPU is not too bad.

The Witcher 3 runs very well on my seven year old computer . CDProjekt doesn't recommend this old of a
system but maybe they didn't have one this old to try it out on and see if it runs.

The Witcher 3 v1.03.

Intel Q9950 @ 2.83ghz
GTX670
8gb Memory
1920X1080 resolution
CPU usage is mostly 65-85% according to the Task Manager depending on where I am in the game.
Memory usage is slightly less than 4GB.
No problems with anything so far.
I haven't installed the DLCs yet.
