I own my The Witcher 3 from GOG and I would know if it is possible to buy the dlcs from Steam and with the feature of GOG connect I would be able to import the DLC to my GOG library.

No, this is not possible. You need to buy the DLC on GOG. GOG Connect only offers some games from time to time for limited time. Right now there are 0 games you can get with GOG Connect.
