Currently Witcher 3 GOTY is on sale here on GOG and also on Steam, for the same price, and I'm pondering which one to get.
Sometimes GOG Connect allows to get a game that I own on Steam into my GOG library.
My question is, if I aim to have them on both libraries, isn't it better to buy on Steam instead of here? Or do I get a Steam key in addition, if I buy it here?

If you aim to have the game on both platforms you must buy two copies. Read the EULA.

No. Steam is not Galaxy. Galaxy is not Steam. They compete.

If i did not own the witcher 3 already on Steam with all expansions i would buy the Witcher 3 GOTY version here on GoG as you get a 3 € discount for your next purchase, while you don't get such a thing at Steam by spending the same amount of money which is right now 19.99 €. So you have to decide what suits you better.

How do you explain gog connect? gog.com/connect
Witcher 1 and 2 have been available through that at some point iirc.

GOG Connect is a special case, and games are only available for a very limited time. It's very poorly supported.
