I'm currently stuck on the quest "Of Swords and Dumplings" where i'm supposed to recruit the bodyguard for the smith.

My issue is I went to the pub-brawl and interrupted his fight, spoke to him, our fight initiated, and then nothing... He's no where to be found and there is no marker on the local map. The onlooker npcs are stuck cheering-on an empty portion of the road...

Is there anyway to reset quests or spawn npcs ala Bethesda console commands or any other such thing? My main issue is i've progressed quite a bit since the bug assuming it would fix it's self if i waited enough, but no.
