Where the hell is the Boatbuilder in Oreton?

I've been there at all times of the day and can not find a boatbuilder.

None of the merchants seem to work either.

so I went to the Boatbuilders hut a bit north of there but he isn't there either.

Are you talking about the lad whose girl became the wraith on Fyke Isle? If so, his hut is not north of Oreton, it is west, on the shoreline.
