I had trouble interacting with him too, after initially meeting him and fast traveling back at some point. Restarting the game "reset" him to have an interaction prompt again. Then it happened again after playing for a while! Haven't visited him since...

lol I mean just to restart the Witcher 3 program... not to start a fresh game.
I saved standing right near him. After restarting the program and loading back in he had the interaction prompt again.

now there's another merchant there but he's invisible. anyone else see it as well?

Yep, can't interact with the blacksmith and the merchant has disappeared (the icon is still shown on the map).
