I have seen around the web that there are not only I who has this problem. Where the cutscene and main menu has low fps (20) but the rest of the game stable 60fps

I have tried many different things (i dont care to list them). But are there anyone who has had similar issue and has found a actual fix?

Just to prove my pc is more than capable here are my specs

2way MSI gtx 970 gaming 4g
Intel I7 3820
16GB Ram

Edit: Newest patch fixed it

I don't see why the main menu would need more frames.

Fair enough about the main menu, but in the cutscenes its very noticeable
The cutscenes have supersampling and are locked to 30 fps max.

I know, but they should have more than 19-20fps either way.

BTW. i have tried config supersampling off and unlock fps still nothing

The supersampling is what is killing the fps. I couldn't get the settings to change either. Hopefully the future patch where you can edit a lot of the ini settings will allow for this.
I've not noticed anything wrong with in-game cutscenes, but the main story-related ones that visibly transition to pre-rendered videos are either very poorly made or exhibiting a problem in playback. The animations are choppy, seemingly because the framerate is so low. It's jarring, to say the least, when these are shown, not only because of the artifacts visible from video compression, but also because my normal gameplay is so smooth.

I thought it was just my rig, but no, these things are chugging at uneven frame rates (low, I can handle as long as they're stable).
New update fixed it it seems, now the video before main meni runs at 60, and the main menu at 60. The video on loasing save runs at 30. So its good
