It keeps saying I need all the extra DLC, I have it installed all I did was upgrade now my gamesave is locked out

Maybe this works for you.

Go to CONFIGURE and tick "FREE DLC PROGRAM (16 DLC)"

I had to use the original individual install files, I did try the new Free DLC Program download but it did not work.

It's working now but like I said I had to install the 16 files.
