Galaxy patches are full sized.
GOG manual patches are differential installers. They patch the files and modify them.
While Galaxy (and steam for example) simply replace the files completely if they are changed.
when it says part 2 1.02 to 1.07 and reads 2 GB in galaxy and I am downloading 7.4GB something is wrong with the wording I would say

Just to make it a bit more clear, here's an example.

Let us suppose that the game installation contains a file that has the value 99.999.999.999 inside of it, and nothing more.
Let us say that patch 1.0.7 modifies that file so that it contains 100.000.000.000 inside of it.

Galaxy and Steam would simply delete that file from you installation folder and replace it with the new version.
GoG manual installer would look for the file, open it and add 1 so that the value goes from 99.999.999.999 to 100.000.000.000 without replacing the whole file.

That seems dumb. Why would GOG and Steam choose a method that costs them and customers 3 times the bandwidth?

Have you ever noticed that before galaxy, gog manual patches showed up 2-3 day later than on any other site/service?
Nobody creates differential patches. Gog.com is the only site I know of that does it.

Technically speaking though, diff is one line command, why would it take 2-3 days to make it ? just curious here :)

Heck if I know. I'm supposing it's not a trivial matter because nobody does it, and it takes a few days to have them here on gog.com.
Maybe it's about testing it. Dunno.

The 2GB files are compressed.

Because replace the files MUCH easy than modify them. It's a way they usually do it now because users don't have a 32kb bandwith this days.

Patching doesn't work like that, you can't just replace something that is already compressed and compiled without decompressing or decompiling the file(s), which will take MUCH longer than you would think when it comes to games, especially big, open world games.

It makes more sense to assume Steam and Galaxy Client are downloading an uncompressed version of the patch, whereas GOG.com setup file is contain an compressed version of the patch.

I only downloaded a 2.5GB file from Galaxy. About to boot it up now.
