Every body should know that any windows (OS) with time is collecting garbage from every peace of software, including and mostly by installing and reinstalling games. Every new game (and 1 or 2 years old) are reinstalling various versions of Visual C++, even .net framework, directX drivers and god know what. So, first, ask yourself did you mess with OS settings in any way (so called "optimization") and how many games you installed and uninstalled. Even the win 7 has his horror places and is not immune to user manipulations. Most of the bug seams like user related and not from the game itself.
Best to all of you.

That's why Windows implemented "side by side" installation. So one game's version of VC++ redistributables doesn't collide with another's, and both can be on the same computer at the same time. Largely, it works.

Crapware that displaces Windows drivers, insists on running in the background and phoning home for updates, or just plain does its job badly (yes, I mean you, Symantec) is a much bigger problem.
