Kitad: An expansion doesn't has to be short at all. It could be a 20 hour game for 30-40 bucks that wraps up the plot of what happened in the first game.
To continue your Dragon age example, did you play Awakening?
Yes, I played it several times. I have the expansion and all of the DAO dlc. My opinion was that Awakening was good but not great. As a narrative expansion, it manages its own plot points fairly well but really resolves nothing of the storyline from the first game. That's actually fine. It exists to allow players to spend more time in the world without creating closure that would discourage people from investing in the next game. If a TW2 expansion were to follow such a model, it would end without forcing the story into a premature conclusion.

As a game-mechanical expansion and refinement, I found it frustrating. For example, the drastic reduction in conversation options, even the repetitive ones, made the whole expansion feel claustrophobic to me, as did the lack of full compatibility with the world of DAO. You can't revisit post-DAO Ferelden on the original map. Granted, DAO isn't the sort of game that requires a lot of grinding and exploration, but the impossibility of additional wandering draws attention to Awakening's limitations. As expansions go, I thought Oblivion's "Knights of the Nine" and "Shivering Isles" packs were a bit better integrated into the original game.

Now, I agree that TW2's third chapter feels too short. I wish that there was more content, but I don't think the actual ending is out of place.
For some reason Roche path seemed just right. Iorveth path, third chapter does seem skimpy. It's the pacing.
I thought the Roche path was skimpy! The urgency of saving Triss, getting to the meeting, etc. prevented me from getting even one side quest.......

That's one of the things that bothers me the most - the only way to do side quests in the game is to ignore urgency. Every chapter starts with some urgent situation, and if you follow through on it, you move past the point where you can do a lot of things.
I think ch3 is about right in length for what you have to do, there is a certain urgency to either save triss or go to the meeting etc. However as far as gaming is concerned it is too short and does feel rushed. It just doesn't sit right with ch1 & ch2

I think may be there should have been more time spent on getting to Loc Muimme and then actually getting into Loc Muimme.
I liked the ending. But I think part of the abrupt ending feel is the fact that Act 3 is so short.
The end was a little abrupt for me, though to me, it wasn't anything close to the cliff hanger feeling that Dragon Age 2 and Neverwinter Nights 2 left me with.

I would have liked to have spent more time in Loc Muinne. The gargoyle quest specifically said that it was because many feared to come because of the Gargoyles, and Bras said that it would now be safe to open up some of the other areas. I would have liked to explore a bit and maybe find some ancient Elven relics and possibly more information on the Wild Hunt.

Edit: Or it would be really nice if they gave us mod tools and let us make our own stories!
