Will my saved game from steam transfer to the witcher 3 if i buy in here on GOG? or will i need to replay it after redeeming it?

I don't think you will need to replay...
Steam version of Witcher 2 has only one difference with saves - and it's location and only when you enable cloud saves. I played steam version to get all the achievements and switched later to gog with no problems. I enabled cloud saves just tot test it and when I disabled them Witcher 2 still made saves in "cloud" location (somewhere along steam client's program files in "remote" folder or something like that). I had to move saves of course, but that's all. I think we can safely assume that just as saves are working for both versions of Witcher 2 that will be so for the third.

Actually, it seems like no file importing will take place:
"- Save imports will be handled in a manner similar to Star Wars: KNIGHTS OF THE OLD REPUBLIC II's. During the course of the game, Geralt will encounter a character that will recount his past exploits and will be able to correct him/her to set up the proper variables for the game."

The editors from Gamestar (german PC gaming magazine and website) wrote in their last Preview, that savegames from the Witcher 2 can be imported. They did not state how, but I reckon it will be equivalent to the savegame Import in the Witcher 2.

The whole paragraph (with a slight spoiler) goes something like this:
Savegame-Import

While Console Players will not be able to inport their savegames from The Witcher 2, PC gamers can easily do this, preserving their story decisions from both(!) prequels. If you don't have a savegame any more or play on PS4 or Xbox One, there is an alternative.

At the end of the prologue, Gerald has to sit through a barber session to be presantable to the Emperor of Nilfgaard. During that, he can tell the barber about his past adventures, thus creating the decicions from the prequels - an elegant solution.
