I would advise that if you find yourself asking those questions, you probably shouldn't mess with it. I would hate to see you fry your CPU.

I've already tried to read that before but I think its to confusing.I'm was thinking in doing that because I have an excelent laptop cooler and I saw some people that got a really good FPS improvement with it.
