I'm trying to make the Kinslayer outfit but I'm missing 1 gargoyle dust for the boots, does anyone know where else to find it? Do the gargoyles respawn or are they fixed?

You can if you have the From a Bygone Era quest active and attack The Operator. They don
t respawn out in the open In Loc Muinne if you have completed the Gargoyle contract.

There are also gargoyles in Philippa's house (you have to play Iorveth's path and try to save Saskia to enter).
