even when the game is running at 60 fps, at times I tend to suffer from microstutter when panning the camera around. using fraps it would seem i'm actually falling to 59 fps and it shoots back up to 60 fps all the time. this happens regardless of settings.

setting max pre-rendered frames to 1 doesn't seem to help, and adaptive v-sync helps but then i just get screen tearing all the time

Use a program like dxtory to limit your game to 55fps.

I have the same problem, every time the frame count goes down (whether it's 59fps or 55fps or 20fps) the game stutters.
