The launcher don't update game automatically and if I use patch 3.1 appears an runtime error.

The file version looks like it is version 2.0 of the Witcher 2. Download the EE patch http://en.thewitcher.com/ee_manual/ and install - and then grab the 3.1 patch http://en.thewitcher.com/patch3-1/ and install. Then you will be up to date.

There have been a number who have had issues updating to EE, for various reasons, so it may be easier overall, to take GOG up on their generous offer and download the full EE version of the game from them - http://www.gog.com/en/witcher2/backup/ Then you just need the 3.1 patch.
