I'm at the part where the half elven baby is born and geralt sails away(I'm assuming the end of chapter 1) and the screen goes black and hard locks my pc. I've restarted multiple times, reinstalled and still nothing exact same spot.

Perhaps an overlay problem. Start the game by doubleclick on witcher2.exe, without using galaxy.

Doesn't help? If you don't (and didn't) use any cheats, mods, console commands etc. then upload your savegame before leaving Flotsam and post the link. I'll try to bring you to the next chapter.
