In Floatsam a messenger gives Geralt a package and messeage from Thaler and it
shows as Dragon's Dream entry but icouldnt find that as inventory or journal entry?

It's a main quest in Act 2 on Iorveth's path, I guess it doesn't activate until you reach that point :)

But where's the package and what was in it then?

It's a formula: the formula for Dragon's Dream. You can find it in the formula/diagram tab of your inventory, after you have it, you can make it with alchemy.
