I beat the game on normal yesterday and just last night reinstalled (due to being unable to update to 1.2 without errors). I started a new game on hard and I'm now level 6 and I am still unable to add any skill points, am I missing something?

You have to meditate to distribute skill points, when playing on hard difficulty.

I don't think you have to meditate in order to distribute talent points when playing on normal and below.
