I finished the "Philipa in prison" and "Where is Triss" quest and then got a job for Gargoyle and magic sign. I solved the first two rooms and went to the last room at south door. I was able to sprint through the central area where hundreds of Order soldiers were and went through the north door, back to main gate, and then went to south door. Quest done.
Problem arises, I cannot go back to get reward or continue with the King's meeting because, the only way back is to go through central area again. But they will not arrest me anymore. They just kill me.

Is this a bug in game ? Please help.

You need to start getting more creative in how you get around Loc Muinne :) There are ways around town that do not require you to pass through the camps.

Before you have rescued Philippa or Triss, the guards will arrest you, because that is one of the ways to progress this quest. After that, there is no need for that mechanic anymore, and they will fight to kill.

Don't go through the central area.

Keep to the right. You will find a ramp.

I knew about the ramp. However no matter how many times I took that path I could not find the way out. But after you guys confirmed that was not a bug, I found the way on today's first try. Thank you so much.
