If I buy the North American retail version of Witcher EE, is it guaranteed to have all the extras? Like the game guide, soundtrack, map, etc.? Or was there a bare-bones version of the EE released?

My retail EE version came with a game guide, a "making of" disk, the soundtrack disk, and a bonus features disk with a bunch of random stuff on it. It didn't come with a paper map, though. I got it a couple of years ago for about $15, so unless they've come out with a more recent bare-bones version, that's what you'll be getting.
