I managed to miss picking up a recipe in Chapter 1 of Witcher 1 Enhanced. Do apothicary people sell recipes and if not, is there a way to get the missing recipe?

Depending on which formula you're talking about, you might have another chance to learn it. You can check The Witcher wiki to see the location of books and which characters can teach you formulae.

I think, if everything else fails, you can still look up on a wiki/guide/walkthrough the recipe and mix the ingredients on your own, without acquiring the formula in-game.

Well I tried making a Swallow potion and tried to use the Trace of the Beyond to make Hellhound's Soul. Had all the ingredients, did the mix and ended up with nothing. It ate the ingredients but no Swallow and no Hellhound's Soul. So that doesn't appear to work.

One writeup says there is an Alchemist shop in Vizima but I can't find that NPC. There is an herbalist but no Alchemist that I can find.

Seek for Booksellers/Antiquaries. In the Temple Quarter you'll find one in the surroundings of the hospital.

When you want to prepare potions etc. then Geralt has to meditate: Seek for a fireplace / friend who offers overnight stay/ inn and proceed this way:

Btw.: Kalkstein is an Alchemist, and you have to find him in this chapter. And read Geralt's Journal concerning the preparation of potions, oils, bombs.
