Every time I try to enter the hospital at the beginning of Chapter V (Order questline) it is locked. I've gathered enough squirrel tails, the game is telling me to meet Siegfried at the hospital, but the hospital is always locked.

What the hell am I supposed to do here?

Nevermind, I just noticed that you're supposed to use the door in the front of the building. I never noticed that door, probably because that is where the never-ending battle keeps occurring over and over again.

It's especially annoying trying to enter as neutral because you have to kill EVERYTHING near it and they never stop coming.

Actually, when you're playing as neutral, the back door is unlocked, and you can avoid the fighting in the square altogether.
