In the game settings, the slider with the anti-aliasing setting is gray and inactive. Doesn't respond to pressure. How to solve this problem?

Are you using the -dontforceminreqs command line switch?
That disables anti-aliasing.
If you have a Nvidia graphics card, you could try forcing it in the Nvidia Control Panel (Program Settings for Witcher) See Attached Pic:
