I am trying to figure out a way to get the resolution below 800 by 600 to a widescreen resolution like 640 by 360 or lower, but I cannot find a .ini file or any sort of file that would let me set up a custom resolution, can anyone help?

I don't think it's possible to go lower than 800x600.
You can edit the display settings in your registry HKEY_CURRENT_USER\Software\CD Projekt RED\Witcher\Settings
I set up a custom resolution of 640X360 in the Nvidia Control Panel, but setting the game to anything lower than 800X600 causes it to switch to your displays default resolution.
