Whenever I play the game almost seems capped to 20FPS, it refuses to get any higher and it often drops into the low teens. It would help me tremendously if someone could figure out what needs to happen to get this running better. Thanks a bunch.

Well I managed to find a fix after all of my searching, hopefully this proves useful for anyone else looking. The problem was the game running on cores already being heavily used, so you switch which threads the Witcher runs on and the problem is instantly alleviated.
First launch the Witcher, then open task manager (with the Witcher still running), go to the details tab (you may need to hit the More details slider to reveal the tabs), and find the witcher in the list of applications. Once it is found right-click on it and select "Set affinity". From there you can select which threads you want the game to run on. Since I have a 3770k with 8 threads because of hyperthreading, I selected threads 2 and 3 (with the count starting at thread 0). As soon as that is done hit okay and go back into the game. Once you load or start a new game it should all be running great.
