I just logged in to download and install the Witcher only to discover that even though my default language is English, I seem to be only able to download the Spanish installer. I haven't started downloading the files yet and would really like to find out if I'm going to be able to play the game in English using the Spanish installer.

EDIT-Nevermind. It seems that reloading the page a few times led me to the english installers.

Hm, it should look like this in your shelf (see screenshot).

EDIT: Ah, have seen your edit, you worked it out

What's the point in choosing the language for 'Preferred installer version' anyway? I just happily realized that I can select all the languages available (Polish, Hungarian, English etc.) via the in-game options menu although I only downloaded the German installer. Now I can play the game in my mother's language and German as well. Great!

As far as I know, the language of the installer that you download only affects the installer program itself, and has no effect on the actual game.

As to the problem the OP was having (almost a year ago now!), I have noticed that when switching amongst several different games in "Shelf" view in my game library, it often changes the displayed installer language for those games with different language options. It's definitely a bug.
