I have vsync forced in the Nvidia control panel settings but I still see screen tearing in game. :( Any other ways of forcing vsync on please?

Maybe try reduce fps to you monitor refresh rate

Might be a long shot but try starting up the game, exiting it, going into the Nvidia Control Panel, and instead of just picking Witcher from the list of game, click the "Add" button and manually adding the game's exe from the resulting list of recently used programs. After that try turning on Vsync from the entry you just made.
