So I have a question, is the game poorly optimized or is it something about my system.

Intel i5 cpu m 460
Ati mobility radeon hd 5650
Windows 7 home premium
4 gigs of ram (fairly certain their DDR3)

I can play other games like crysis 1 on medium to high settings, and even the latest Deus ex game perfectly fine. But the witcher seems to run horribly even with everything set to low. I don't have anything running in the background either that would effect the performance of the game either. So is it just the game, or my system?

Is it the full game that runs poorly or just the in-engine cutscenes? The in-engine cutscenes running slowly is a known problem and is usually fixed by toggling the Depth of Field setting... I needed to turn it on to fix it but others report needing to turn it off.

You might also try running the game in windowed mode which fixes problems for some players. Other users report that the lighting settings specifically can impact performance a lot so you can try playing with those, but if you've already tried low settings overall then you probably already tried that.

My guess is that there will be some weird fix like that that will help you; I doubt that your system is causing a permanent issue.

Oh, and make sure you have the latest official version of DirectX 9.0c (don't worry, this can be installed alongside DX10 or DX11) and the latest graphics drivers for your card.

Tried running the game in a window and the game runs far smoother now. Seems kinda silly I have to do that to get it to where I can play but at least I can play. Thanks.

Check out the "Fixes to Common Problems" sticky thread, it lists a way to set up the window to fill your whole screen so it looks identical to fullscreen, but is still in fact a window. That way there's no downside to running in a window.
