My problem is that the game won't let collect any herbs. I have read Field Plants. I have played the game before and never had this problem. What do I need to do to collect these plants?

I don't know what it is the problem at you, but I usually try at the begining of chapter to buy/collect/read all books before do the quests(need some money, but can be make it with some fistfight, poker...)...
