How can I enable vertical synchronization in this game?
I tried a huge number of ways.
I tried D3DOoverider, Nvidia Inspector and RivaTuner. Nothing helps.
I was able to limit the number of FPS to 60 through RivaTuner, but screen breaks do not disappear (without this FPS in the game over 500 ...)
My nvidia gtx 1060 max-q graphics card.
I just enable it under "Manage 3D Settings" in the NVIDIA Control Panel. (See Pic.)
I've never had any screen tearing problems.

I had a very similar problem.
On Windows 7 all I needed was D3DOverrider (or forcing Vsync on integrated GPU even if the game was running on the dedicated one), but on my newer laptop with Windows 10 and the same video card as yours nothing worked. The problem was also present with other games that did not have their own Vsync option, like Painkiller for example.
Until one day about six months ago some update simply fixed this.
I can't say which one for sure, because I generally still kept update notifications on at that point, but my guess would be that those were Intel HD graphics drivers - even if the game is running on Nvidia the integrated GPU is still active in video output.
So my suggestion - check for updates - integrated card drivers, dedicated card drivers and Windows drivers - in that order.

It's basically your frame rate being out of sync with your refresh rate.
The higher the frame rate, the more noticeable the discrepancy between the frames.

You should try it in the official NVIDIA control panel.

And you should not use any other software like RivaTuner or D3D Overrider or any other injector for DirectX because they are mutually exclusive.

I have no problem enabling VSYNC with my GTX 1070. However, enabling it aggravates the micro stuttering making the game almost unplayable.
