I was really enjoying "The Witcher" until recently, when I began having some kind of graphics corruption. It looks like a snow of mostly red particles that kind of float around the screen. This in in-game - it does not effect the cut scenes. It ruins the immersion to where the game is basically unplayable. I was in the sewers in Chapter 3 when this began, but now it is everywhere. It is just in THIS game. AMD Radeon RX 480, not overclocked, temps are fine. I haven't found any settings in the graphics options that make a difference. I'd really like to see how the story ends, but I can't play it like this.
Could you make some screenshots? From what I recall the red particles appears mostly when you have high toxicity. Sometimes they appear in lower amount randomly (especially in the sewers) but it shouldn't anything intrusive.

I'm currently playing this game and I too thought it was graphics corruption, the first time it occurred for me. However, I can confirm that the floating red particles are an intentional in-game effect, which occurs when Geralt's toxicity (the green bar) reaches a certain level and becomes more intense as toxicity increases further. If you meditate his toxicity will reduce and the red spots will disappear.
