I'm currently in the Outskirts of Vizima in Chapter 1. I want to know if I can come back to this area, say in Chapter 2 or 3, after I get a Silver Sword?

No, you can never go back, so do everything there before leaving. This holds true for all Chapters except for 2&3, which share most of the same locations and allow you to complete some quests from Ch.2 in Ch.3.
