I am really at a loss, I think I have been in every every building, at every time of the day.
I am following a walkthrough, telling me to give pins to Declan in Chapter 2.
So I also can get him as a suspect, but I am unable to find him.

He should be at the dike, all day in fact. Did you search there?

Bethezer: He should be at the dike, all day in fact. Did you search there?
Thanks, I didn't know the Dike was available, I just thought it was a one time thing with the Coleman guy.
